Give Peace A Chance
Mexico, especially the resort towns (Cazumel, Cancun)

SDR
I would say Costa Rica because it has the highest standard of living in all of Latin America.

And would also say Mexico because they are very allienated to the US culture (non ofense intended to Mexicans!! but you must recognise it is true).

On the Radio Uh Oh
Resort towns in Mexico are your best bet. Also, certain parts of Brazil (esp. Sao Luis) also have lots of tie-ins with the English speaking world, and the majority of the popular speaks English.

Mexico, since all the good places in the place are meant for tourists.
