Military Strenght: I would say Argentina (more citizens / budget and crafts) but argentinean military tend to be more powerful in the past, (after the Maldives war vs the UK and the recent economic crisis in the country the military became a little discrete these days).

Economy: Chile (Wealthiest economy in Latin America). Future projections show that Chile will keep the Wealthiest economy title in LatAm in the next years, but since it is a relatively small country, will not have the same influence internationally as Brazil and Mexico.

Resources: Argentina. (Indeed Chilean government has shown better administration skills to manage its less blessed-in-resources country).

They're different countries although they often complement each other--one had coal, the other iron; one has cows, the other fish; one has the tango, the other folk music, one has novels, the other poetry -- making this comparison with a very wide brush. Argentina is larger and managed to assassinate more people in their Dirty War, but Chile, for it's size, also assassinated a very large number of totally innocent people.

In terms of Military Strength and Economy it has to be Chile, and there's nothing going on right now that would change that in the years to come.

Undoubtedly Argentina has more resources, but Chile has the money to obtain it from its neighbor.
