Ecuador is where they originated, and where the best can be found. The region round Cuenca, Ecuador is pretty well-known for Panama hats, which are made out of plant fibers, thus making them the highest quality.
If you're in Cuenca, there is a really good museum where they will show the evolution of the Panama hat, a hat-making "factory" and a shop where they sell TONS of high-quality Panama hats. It's pretty neat!
