It is difficult to ask this type of question because everyone will have their bias. I am from costa rica and i love it there but i don't think one country is better than the other. All countries have their positives and negatives, good and bad apples. No matter where you go there will always be safety issues. I do have to add that Costa Rica has one of the best healthcare systems as well as a pretty stable economy. I think what should be taken into consideration is what you are you trying to compare education, tourism, economy etc.. and make an informed decision.
PS: I must say in my eyes Costa Rica but again I am a Tica and have a huge bias.

I guess it depends really for what your looking for, like vacation wise or living. In my opinion, Costa Rica, because there is less crime, beautiful forests and nature, very peaceful. In Guate you can learn more about maya history though.

Costa Rica has the reputation of being much safer and it almost certainly is for the tourist, especially in remote areas. Costa Rica has more extensive tourist infrastructure and more international tourists.
But it is still a bit more adventure travel than US standards.
Depending on your interests both can be good places to visit. I liked the Mayan ruins in Guatemala (nothing comparable in Costa Rica).
Finding people who speak English in Costa Rica is easy in most places. It is more difficult but not impossible in many parts of Guatemala.
Visiting rainforests is easy in both countries.

I have never been to Costa Rica. From what I've read from the other answers, it sounds like a beautiful country that I would like to visit one day.
I HAVE visited Guatemala twice. It is also a beautiful country. Yes, you need to be cautious in Guatemala city at night. But Guatemala has so much to offer in the historic towns. Antigua is a MUST SEE. The local people of Guatemala are also extremely friendly. It's the government that needs an overhaul down there.
Just my opinion.

Costa Rica. Guatemala has really big safety issues right now. I'm from El Salvador and salvadoreans have stopped going to Guatemala because turists and business people are being robbed and even killed by police officers in Guatemala.
