Brazil and Argentina (in Summer only though).

Brazil is basically hot weather, music (samba, axe, forro, etc.) and partying

Argentina's capital, Buenos Aires is a very cultural city, with lots of museums, cafes, tango, etc. It is also considered Latin America's Paris.
