It all depends on your interests.
Personally, I prefer Sao Paulo as it appeals more to me.
Rio de Janeiro is famous for the beaches.
Sao Paulo is a modern city with lots going for it.
Can you include them both in your itinerary?

Rio de Janeiro is definitely better. It is on the coast and quite beautiful with Sugar Loaf mountain and the statue of Christ the Redeemer. The beaches are fantastic. Sao Paulo is further inland and a huge metropolis without the scenery and other advantages of Rio.

it depends, if you would like to see a busy,crowded, fun city, that has a great nightlife, or you more of a carioca hehe and you like the beach and a more relaxed lifestyle then rio, but i would deffinetely advise you to visit both, sao paulo is a very diverse city and you'll have a little of both, and rio is great too, everythings ok, its relaxed, so it depends on you hehe.

It depends on what you are looking for.
Rio de Janeiro is all about beaches and nice nature sights.
Sao Paulo is not famous for tour business, it is like NYC, we appreciate if you come for tour, but this is not how we make money.

Rio is amazing!!! But Sao Paulo is the place! Very difficult to decide! It is like choosing between NY and CA - the good news is that they are 5 hours from eack other by car and for only U$120,00 you can take a plane to Sao Paulo or vise verse and end this dilema! Go for it!!! But beware, once in Sao Paulo, be well dressed, in Rio, wear shorts!
