I would have to say the furthest away from downtown you get, the better. Try Las Condes, Lo Barnechea, Santa Maria Manquehue. Although there is smog everywhere in Santiago, these "rich" neighbourhoods have less buses and therefore less pollution.

Las Condes I would say. That district is not affected by wind spreads polluted air throughout the city. It is one of the most beautiful parts of the Chilean capital.

all the neighbourhoods mentioned here -las condes, santa maria de manquehue, lo barnechea, el arrayan, la reina, penalolen- have in common being located in the eastern part of town. this means they are located at a higher altitude than downtown, where pollution is worst. however the main appeal fo these neighbourhoods are their sights and order as youll get to breath the same bad air as most santiagosiders do no matter where they are. if u want to breath cleaner air go to the ski resorts area, less than an hour far from town. once there ull get a sense -the sight i mean- of what im saying -that santiago, all of it, is way too polluted and that theres actually nowhere where u can breath truley clean air. hope this helps!
