Well, most of what is left standing in Cuzco is attribuited to PACHACUTI INKA YUPANQUI (also known as Pachacutec) so many say that he also built the citadel of Macchu Picchu.

Some autors date the construction between 1450-1470, it is also known that the city was abandoned way before the spaniards arrived. With this information there are two options, Pachacutec built it arround 1450 or the next Inka, TUPAC YUPANQUI some years later when the empire reached it's maximum extension. But it's more logical that Tupac Yupanqui's constructions are located in those borders far away from Cuzco than in nearby Macchu Picchu.
