According to the Carter - Torrijos agreement that was signed in September of 1976 that the Americans would hand over the reins of the Panamian Canal over to the Panamian citizens on December 31, 1999.

Panama does. I think up to 1999 the US did, and then it was turned over to Panama.

The Republic of Panama controls the Panama Canal, and the Government Agency that is in charge of running the Panama Canal is the Panama Canal Authority (Autoridad del Canal de Panama - ACP).

The ACP is an autonomous agency, so it controls it's own budget, which is derived from the tolls collected from the ships that use the Canal.

Part of the income that comes from the Canal is given back to the Government, and the majority is used to cover the expenses needed to run the Canal, and to finance the planned expansion of the Panama Canal, that is supposed to be finished in 2014 for its 100th. Anniversary.

ACP which stands for Authoridad Canal (de) Panama. It is a quasi government owned corporation staffed by Panamanians with outside consultants. The Panamanian Government owns the shares that control ACP. The profits from the canal go into the Panamanian treasury as an entry labeled ACP. It is the single largest source of revenue for The Republic of Panama.

ACP determines who gets through the canal and who doesn't.

ACP sets the rates.

When you show up in your ship and want to go through the canal, you contact ACP and you get in line.

You pay them and then you wait until they tell you to enter.

If you want to go to the head of the line, you pay ACP more money and you can get a better spot.

ACP controls the Panama Canal!

And Panama gets the profits.
