Are you asking why they are living in their own countries or why are they living in big cities or poor neighborhoods?
The culture is different, I am from argentina, where people is very friendly and family oriented, most live around where they born, if they "have"to move to other city is mainly for work.
May be there are people that move only a couple of times in their entire life.
Sometimes the credit is very difficult to obtain and people live with their parents longer , try to do their own home or simply want to be in their neighborhood where are friends and family, Grandma is there for take care of the kids, they get together often for a bbq or family meal.
Is a conjunction between culture, economic environment, and opportunities, but this is not only in Latin America, I can ask you why american people live where they do? may be under different environment, economic conditions and opportunities they will choose differently.
For example I know several folks who live around Atlanta and are complaining about the traffic and expending 2 hours driving to permute, but they found jobs there and don't want to change jobs in this crisis.
in those conditions is a logic explanation.
Now with the rising price of gas , many are thinking about move closer to jobs, or to a smaller house, it is because the conditions are changing.

I am Brazilian and I live in the Rio de Janeiro, Brazil, South America, Latin America, here there are no volcanos, there are no earthquakes, there are no hurricanes, we have the largest area of agriculture of the world, we have one of the largest reservoirs of drinking water of the planet, the second largest field of petroleum out of Middle East, we Have the population with the largest degree of happiness in the world.

Why would not I live here?
Brazil doesn't dispute a war since the 2nd world war.
Why would I live in another place?

I live in Costa Rica and what can I say?......I'll say: I can't complain about anything!! We have beautiful weather, people is unique, you can travel from side to side of the country in one day, there are beautiful volcanoes, we have 2 oceans in our borders and an outnumber of gorgeous beaches, rainforests, a very large number of species of flora and fauna, we're a peaceful country (we don't even have an army), hurricanes don't pass directly over here, we don't have tornadoes, etc etc.....we've got it all =D
