Why doesn't Colombia use postal codes?

NTK92
Because, as much as I love my native land and original home, I am afraid that Colombia is stuck at about year 1952 in some ways, and 1652 in others.

If the Colombian postal service developed some efficiencies, someone might lose a job. The USA postal service has been trying to make itself more efficient for years in order to cut the number of employees, who by and large are very well paid and have a god benefit package. In Colombia, the postal workers get paid "squat," but even a badly-paid job is better than no job at all.

Every attempt to make anything in that country more efficient or customer friendly is met with great resistance. It is the tragedy of Colombia.

Street numbers don't exist outside the centre of the big cities. It is a nightmare knowing how to address things in Colombia...

Well postal codes are not necessary when all the streets are numbered instead of named which makes things easier especially when you are lost. I got lost many times when I was living there and the numbering system saved me :) since my Spanish was close to nothing at that time.
