Combine these factors with low literacy rates, Drug Cartels and no job opportunities and bingo: Crime rates spreads and increase through the region...

Sorry, I do not speak English well, I am Brazilian.

The colonization of Latin America was very different from the colonization of North America, while North America was colonized by people that went to live definitively in the New Continent in Latin America they only came to remove all of the wealth that were able to, anything was invested for the economical and education growth. The politics of extermination of the native populations, once the native ones didn't let to enslave, They did with that if it imported hand of slave.
How founded a country with citizens that were not being considered human ?
What didn't know to read and to write?
What didn't have the minimum of infrastructure?
What were forbidden of manufacturing the most basic products, did everything have to be imported of the Spain?
Besides everything the compensation that they were forced to pay Spain and to Portugal for their independence did with that they haul of they have to build the necessary infrastructure for the area to get resources to pay the compensation for the independence.
Where there is no instruction the population is easier the domain for groups authoritarian and corrupt. And it was the countries of Latin America as soon as lived for several years, some still live.
