The correct answer is U.S. President Jimmy Carter and General Omar Torrijos signed an agreemment that on September 7, 1977 in the Organization of American States that on December 31, 1999 all U.S. personnel must leave Panamá and to give full control to the Panamians

Well, this turns out to be a difficult one...I presume you did a web search on this aslo. None of the articles on the Panama canal turn over name the people who signed the treaty in 1999. So i looked up those 4 men...Norieaga was out of power and in jail in the U.S. in 1989...so it could not have been him. Trrijos died in 1981. Oscar Arias was the president of Costa Rica...I don't thnk he would have had anything to do with a treaty for Panama.
So that leaves Balladares and his biography says he was president ot Panama and left office in August of 1999...BUT...the question does not say the treaty itself was actually signed in 1999...and I remembered knowing for many years that the canal was GOING to be turned over in 1999...so the treaty must have been signed earlier! FINALLY, I found the site below. You need to scroll down near the bottom of the page to see the line in BOLD print that says,"1977 PANAMA CANAL TREATIES." The treaty was signed by President Carter and ---------. look and see for yourself. Good thing I have always found the subject of the Panama Canal to be very interesting! Now, I hope you can help others too.

Oscar Arias is Costa Rica's president. Manuel Antonio Noriega had nothing to do with the Panama Canal treaty. Ernesto Pérez "El Toro" Balladarez was a Noriega ally. That leaves Omar Torrijos Herrera.
