Yes Mexico city would be a good choice, but keep your eyes open because you are always a target in that city.
Puebla isn´t far and it is a nice scale down version of Mexico City (more touristy), also close by there is Cuernavaca and it is a laid back calm little city. 30 minutes away is Tepoztlan which is just a beautiful place to visit, it has a pyramid at the top of a mountain (2 hour hike for slow out of shape people like me). And you have to go to Taxco which is a couple of hours away from Cuernavaca, but you will love it. This is where you will find all and anything in silver jewelry. The places I have mentioned are pretty safe for tourists, the only place I´d be concerned with would be Mexico City, but if you make sure that you make yourself appear alert, you shouldn´t have a problem. A word of advice for visiting Mex City: Always use a "Radio Taxi" they cost more but they are safe, avoid the metro, and never take your eyes of your belongings.
Hope this helps.

Rosarito and Ensenada on the Pacific side of the Baja Peninsula. Nice towns, good shopping and restaurants, beaches.. People are friendly and helpful, lack of Spanish language skills isn't a problem. For immersion in historic Mexico, Mexico DF is the place..

Guanajuato or Ajijic are both perfect places for that.

Ensenada, Baja California. You can do all you want and since it's a tourist town you won't have trouble with the language.

Mexico City seems like the place to go.
