I have used my Verizon cell phone in Mexico.
Call Verizon, before you leave the country and ask them to add the ability to send/receive calls while you are in Mexico.
Also check with them as to the availability of service. They just lost some contracts with Mexican cellular service providers in that country, so that limits service areas.

It should, Carlos Slim(world's richest man) is owner of Telmex(mexican cell co.) and has shares in verizon or something like that. I don't know. Anyways, my dad took his phone a couple of years ago and it worked fine. It only charged him roaming while he was there. The calls however could be made locally, example: calling in same area code xxx-xxxx
Same thing with my aunt who also has verizon.
