Personally , I would never rent a car in Cancun, I find the buses and taxis are great way to get around , I lived there for 5 years, rented a car when I first arrived and gave it back a day later, I found it too dangerous driving around.

Make sure you take out collision and Mexican liability Insurance. The law in Mexico is if you have an accident and it's your fault, police can hold you until they determine your insurance. US Insurance will not help in Mexico. the person you had the accident can demand payment in cash. Don't take a chance on $50. The person you have an accident with doesn't take credit cards. Protect yourself.

No, but you really don't need one, unless you're staying far from all the action. Public transportation is very good and cheap, many visitors use them. Then, there are taxis, which aren't as pricey as other destinations. The thing about renting a car, you probably won't use it as much, the hotel will charge you a parking fee and parking is not easy to find in the very populated areas. If you're wanting to use it to go out of Cancun, then yes, it's safe to drive out there.

Hi,
Insurance comes with the rental. Cancun street conditions are very third world. Lots of chuck-holes and rough streets. There is a main highway between Cancun and Tulum not bad somewhat maintained. The toll road across Yucatan is in very good shape.
This is how it works for a drivers license in Mexico. There is no driver education, no driving test, no DMV. All the locals have to do is walk in with the cash and walk out with a drivers license. The Taxi drivers have all the juice in Cancun and Cozumel. Everyone drives out of "your" comfort zone. Be prepared to see a lot of aggressive driving.
