Thanks for all the answers. I'm getting a lot of conflicting replies to the question however. Only if you are 100% certain of the law can you be sure if guns are illegal. Basically, I am concerned about the crime along the US border and feel for the Mexicans getting killed there everyday. The first thing that popped into my head was 'do they have the right to bear arms?' Are laws along the frontier with America different than those in Mexico proper? That is the area of concern. When I was in Manzanillo I went shooting with a Mexican, his gun was no illegal.

They're illegal. You cant carry firearms in Mexico unless you're a cop. No, citizens do not have the right to defend themselves with gun - they're illegal.

Here in Guadalajara Mexican nationals can buy guns but non-citizens cannot. It is illegal for tourists or non-citizens to own guns except with special hunting permits.

People can still obtain guns through the black market. That's how the drug cartels wage their drug wars.

I believe in some states it is still allowed for citizens......I thought otherwise but my wife's (she's from Mexico) cousin told me that last time I saw him a few years ago. He lives in Puerto Vallarta.
But don't try bringing any in to the country (or bullets) without a permit issued by the Mexican Govr. You'll end up like almost 400 others now spending some time in a Mexican jail.....

Yes, according to the Mexican Political Constitution, citizens have the right to buy and own guns in all Mexico subject to the Federal Law that regulates them. In general terms, they have to be smaller that 0.38 caliber (except for the .357 Mag), can not be automatic. guns have to have a barrel longer than 20" (no sawed shotguns-same as in the US).
Regarding buying. Only the Secretaria de la Defensa Nacional and a couple of Sports stores where you can find shotguns and small caliber guns (.22) sells them. You can go to any of its delegaciones and demonstrate you are a Mexican Citizen, no criminal-background, that you have complied with the Military Service, and they will sell you whatever they have available (chances are that a bunch of cheap crap).
Also, you can legally import sports related fire arms. You will need a import permit, pay your duties ($3000 for a shotgun...), demonstrate you belong to a hunting or shooting club , and you are good to go. Getting the import permit takes like three months.
Defend yourself? Yes, you do have the right to do so, even better than in the US. If an un-invited guest breaks into your house without your permission, you have the right to shoot him! (whereas in some parts of the States you can only do so if your life is in danger, after having tried to evade him(or her) unsuccesfully, etc., etc.....
Last, foreigners can be in possesion of a fire arm that has been legally imported for sport related activities (you will have a hard time explaining what sport shooting you practice with that AK-47, or the AR-15.)
