Yes you can I just got back from cancun and you can boogie board. The water at the shore is not as clear as the water out farther. It is sandy and cloudy. Have fun!!

the water is very clear and the waves are really small, not for any extreme water sports

Have a nice trip, try snorkeling on ISla Mujeres

The water in Cancun is pretty calm, since its on the Gulf of Mexico. Probably not the best place for boogie boarding. I remember the water being crystal clear and very warm. There are some great places to snorkel there.

If you are on the east facing section of the hotel zone the waves are more rough. I tried to boogie board but i dont know what I am doing so I am not sure if the waves are good enough. I know they will knock you *** over if your not watching. The water is beautiful. From a distance it is a bright blue. Up close it is clear. On the north facing section of the hotel zone the water is much much calmer. If on the north facing end, you can go to the east facing if you want to go out. The beaches are public. Not just for people that hotel is in front of.
