There are probably penguins in zoos in Mexico, yes. Now for a factual answer, there are probably not a lot of them because they like ocean water that is cooler and since Mexico is pretty close to the Equator the water would be pretty warm and not cool enough for them. Flamingos would LOVE Mexico. But flamingos don't "strut their stuff" like penguins. Me, I vote for penguins.

In the natural, penguins live only in Antartica and some in southern Argentina. In any other place in the world you can only find them in zoos or aquariums.
