The best time would be the last week of March and into April. Spring breakers usually start arriving in the third week of March.
As far as the best hotel...If you want to party hard and have a blast then you need to go to Oasis CancÃºn. They cater to spring breakers and it's full of teens wanting to party. I will warn you that some resorts in CancÃºn will not tolerate spring breakers so check before you book, but Oasis is all spring breakers for both months and you won't have to worry about getting kicked out. They have all kinds of drinking games/contests, music playing around the pool, pool games, bikini contests, wet t-shirt contests. It's a lot of fun. If you want the ultimate spring break experience you should book at the Oasis.
I would say with the cost of the hotel and spending money you are going to want to take you are probably looking at around $2000 (USD). You can get that cheaper if you find good deals on the hotel though, so it all depends.
As far as anything else goes...The nightlife in CancÃºn is insane especially around spring break time so go out into the heart of the hotel zone and have a blast. You must go to CoCo Bongo, The City, Senor Frogs, Dady O, Dady Rock. They are the most popular clubs in CancÃºn. Also, if you get rowdy DON'T get in trouble with the police...during spring break time they thrive on arresting teens and charging you a small fortune to get out of trouble. It's a lot of fun in CancÃºn during spring break so just enjoy your time...You will have a blast!!!

WEATHER WISE....EITHER MONTH IS PERFECT. PARTY WISE......MARCH IS MAJOR SPRING BREAK MONTH AND THINGS ARE REALLY CRAZY. THE 2ND WEEK OF MARCH IS LIKE THE BIGGEST. RESORTS FOR SPRING BREAK...OASIS CANCUN IS THE ONE THAT HOSTS THE MOST SPRING BREAKERS. A LOT OF ACTIVITIES GOING ON HERE AS WELL. NOT SURE HOW MUCH WITH AIRFARE AS CRAZY AS IT IS RIGHT NOW. DURING SPRING BREAK...YOU CAN EXPECT ANYWHERE FROM 900-1800 EACH....WITH OR WITHOUT AIR. BE GLAD TO GET YOU SOME QUOTES IF YOU LIKE. I CAN HELP YOU WITH HOTEL, BUT NOT VERY FAMILIAR WITH UK FLIGHTS. I HAVE USED THOMPSON FLY BEFORE. RATES WERE OKAY. LET ME KNOW IF I CAN HELP IN ANY WAY.

If you are looking at a good time for parties, anytime from mid March to early April is the time to go. There are a number of good hotels, check tripadvisor.com . You may want to stay close to the "hot spots', if that's what you're looking for- some of the hotels are closer to the action. There is more information at the website listed below.
