Can I go to and from Mexico with only a state id?

I had my safe stolen recently with my birth certificate and passport in there and I was supposed to go to Rosarito Beach in Mexico this 4th of July weekend. I only have my State ID, college id, and i think proof of california residency on me presently....do you think I still will be able to go with all my friends?? Or is the govt really strict on the birth certificate issue? Please answer soon!!

TO CLARIFY: I'm traveling by car from San Diego. For Now...Customs laws for land and sea travel only require state id and birth certificate. I have state id but no birth certificate.

The three people above me don't know what they're talking about. I cross over to TJ about three times a week and I sometimes forget my passport, just be honest tell them you forgot it, the Border Patrol agent will be pissed off and probably make you wait a bit longer, but they are not yet allowed to give fines to U.S. citizens without a passport or birth certificate.

You can GO... but you won't be able to come back. I would suggest scrapping your plans, you don't need border drama.

Im.about.a.dollar!!****.50.cent
acdc is correct the 3 people above dont know what they are talking about you do not need a passport to drive or walk across until 2009 id is fine i go about twice a month and have yet to have a problem

Seems like I'm posting this everywhere now...

You don't currently NEED a passport. From the Dept. of State...

LAND AND SEA TRAVEL
The following summarizes information available on the Department of Homeland Security’s website.

* CURRENTLY:
U.S. citizens need to present either (a) a passport, passport card (available in spring 2008), or WHTI-compliant document; or (b) a government-issued photo ID, such as a driver’s license, along with proof of citizenship, such as a birth certificate.
* LATER:
On June 1, 2009, the U.S. government will implement the full requirements of the land and sea phase of WHTI. The proposed rules require most U.S. citizens entering the United States at sea or land ports of entry to have a passport, passport card, or WHTI-compliant document.

# WHTI-Compliant Travel Documents for U.S. citizen travel via land or sea, as of January 31, 2008:
#

* Trusted Traveler Cards (NEXUS, SENTRI, or FAST)
* State Issued Enhanced Driver’s License (when available)
* Enhanced Tribal Cards (when available)
* U.S. Military Identification with Military Travel Orders
* U.S. Merchant Mariner Document when traveling in conjunction with official maritime business
* Native American Tribal Photo Identification Card
* Form I-872 American Indian Card

So, technically you'll be in violation when you return without a birth certificate but a CDL should be enough as long as you and your buddies are nice. ;)

If you live in your birth city you can always go down to the State vital records office and get a new one. I had to do that when I needed my birth certificate for getting my passport. I went down and paid $25.00 and had it the next day.

Here is a link that lists all major city's Vital Records Departments as so you'll know where to go or send off to get a new one.
