It's possible. You need to bring a notarized letter signed by both parents giving you permission to go with the dates of travel and where you'll be. You'll also need a passport if you are flying in or going by boat.

unless he is fluent in spanish, he would have a very hard time in mexico.
and traveling alone is difficult because it requires a lot of money that a 15yr old could not get.
i think if he's going to go to mexico, it would be best if he had at least one adult with him.

Call the airlines and ask this question. He will need a passport and a form signed by you and information who will be meeting him at the airport. Under 18 is considered a minor so caution is necessary.
