It's possible. You need to bring a notarized letter signed by both parents giving you permission to go with the dates of travel and where you'll be. You'll also need a passport if you are flying in or going by boat.
I would not send a 15 year old to Mexico alone. There are so many places that you have to beware of...

Without knowing all the details, the quick answer is "Yes." For instance, if you are returning to your home in Mexico and are flying, you can fly in and meet your parents or other previously arranged adults. But we really need more details to answer your question more specifically. Are you talking about walking across the border for the day? Are you talking about going to Mexico on vacation with another family? Are you an American citizen? There are vastly different requirements depending upon what you are planning to do, how long you are planning to stay, and where you are planning to go.

The link below will give some basic information for US citizens traveling to Mexico:

i wouldnt reccomend it,
unless he is fluent in spanish, he would have a very hard time in mexico.
and traveling alone is difficult because it requires a lot of money that a 15yr old could not get.
i think if he's going to go to mexico, it would be best if he had at least one adult with him.

wow! not to be mean or anything..but it sounds like a 15 year old asked this question....of course not! bring someone that u like that is at least 18 years old and have fun!

Call the airlines and ask this question. He will need a passport and a form signed by you and information who will be meeting him at the airport. Under 18 is considered a minor so caution is necessary.

Sorry, but your question is incomplete. Where in Mexico? Some places prohibit minors from crossing the border after10 pm. Do you have a passport? Take a grownup with you.
You are entering a dangerous third world country. Don't drink the water nor eat the ice. Request everything in bottles. They are known to eat donkey, dog, and horse. Make certain you know what it is you are dinning on.
Be safe!
