I am not clear what you are asking.

If you are asking if a Mexican can travel to Canada without needing to be identified in the US, then right now, yes, if one flew from Mexico to Canada. (see Air Canada or Westjet). However, that will change soon, as the US Department of Homeland Security has requested that all people who travel over their airspace be identified. That is currently being debated in Canada.

If you are asking if an undocumented immigrant currently IN the United States can travel to Canada, then the answer is a qualified yes, that what matters is that the person have paperwork in place to enter Canada, not what his or her legal status is in the US.

The qualification is that if by some reason that person's status in the US is brought to the attention of the US border folks, then he or she could run into some issues with them - up to and including being deported to Mexico. This is unlikely, but not impossible.

To previous posters - note that being undocumented in the US does not by implication mean that one would be legally ineligible to enter Canada. They are, after all, two different countries, and the customs one must go through is Canadian Customs, not US. An undocumented US immigrant has not necessarily broken any Canadian law - and may be a legal immigrant to Canada.
