In theory, yes. For practical purposes no.

The Mexican Constitution and the Law of the Military Service state that every Mexican must serve in the armed forces. In practice this is not what happens. The law also gives the secretariats of the Defense and Navy the liberty do decide how many conscripts they actually need or can train.

On turning 18, Mexicans participate in a sort of lottery. Those who get selected (conscripts) through this lottery will have to serve the military for one year. The conscripts receive very basic military instruction and usually spend most of their time in social works, such as painting sidewalks, planting trees or teaching underprivileged children.

Not exactly.

We all (mexican men) have to accomplished military service, that is a "must do". In practice, the most of us only go to the military zone or base with our birth certificate and other papers and our name is in the list. The army gives us a paper ("Cartilla Milita") wich is asken for many purposes in government tramits: to get the elector ID, the driving license in some states, and the passport (no men younger than 35 can get a passport without accomplished the military service).
It has to be done at the 18 birth year. The guys don't do it the 18 birth year (it means, they go to the milirtary zone older than 18) HAVE to do the military service, wich includes works like plant trees, paint streets, serve as teacher, or some other social services. Nobody takes any military course at the military service, it is only about social services. Nobody takes a gun or a rifle!, that is work only for professional army, not the military service boys, wich are civilians actually.
