They have not "implemented" the passport rule yet for land and sea travel.
No, you will NOT need a passport to travel into Mexico by land or sea. You will NOT need one to enter the United States by land or sea. A driver's license and a birth certificate will do.
If you are flying, yes, you will need a passport.
AIR TRAVEL
Implemented on January 23, 2007, ALL PERSONS traveling by air between the United States and Canada, Mexico, Bermuda, and the Caribbean region are required to present a passport or other valid travel document to enter or re-enter the United States.
LAND AND SEA TRAVEL
The following summarizes information available on the Department of Homeland Security’s website.
* JANUARY 31, 2008
U.S. and Canadian citizens will need to present either a WHTI-compliant document, or a government-issued photo ID, such as a driver’s license, plus proof of citizenship, such as a birth certificate. DHS also proposes to begin alternative procedures for U.S. and Canadian children at that time. |

John is the ONLY one who gave you a correct answer. Passportsare NOT needed for Land travel to and from mexico yet...and there is no date set for that. If you FLY, you do need one. see site below and read top half of page carefully for correct info. There are A LOT of people out there giving misinformation because they have never read the state department announcement for themselves and do not understand the fine points of the regs |

What John says is almost entirely accurate - you need a passport to enter Mexico by air and as well to re-enter your country by air. If you enter Mexico by land, you won't have any trouble; however, on your way back, to re-enter the US, you ARE now required to show a passport - not an ID or birth certificate, but a valid American passport. This law was implemented only a couple of weeks ago, but trust me, it IS now working and you should expect to be asked for your passport if you wish to re-enter your country. |

yes they do now.. it use to be you could take your birth certificate and dr lic for proof of cititenzship.. but not after 9/11 it is maditory for you to get one and you'd better apply ahead of time so that you get it in time for your trip.. |
