Yes, you need all three. Your American insurance will not cover you there, but you can easily purchase tourist auto insurance at the border crossing. FYI, it's much faster to cross back the the US at Tecate rather than Tijuana. The lines are much shorter.

Ok...here is the CORRECT info. you do not currently need a passport to DRIVE to Mexico, only to fly. You will need a passport to drive to Mexico as soon as next Jan. You will get a tourist card for about $22.00 U.S. at the border. Yes you need Mexican car insurance if you are going beyond the 12 mlie checkpoint. I recommend San Xavier Mexico-car insurance. 1-888-327-1255. Call them and tell them where you are going and for how long. They are reliable and cheap. If you ae going furthur than the border towns or other places besides Sonora or Baja, you will need a Mexican car permit..if that is the case, please email me and i will tell you about that.

Everyone except Charlie is incorrect here! No you don't need a passport to go or to return until Jan of 2008. Yes you need a tourist visa but it is free not $22! (Charlie WTF are you talking about?) and yes you need car insurance which as Chuck said you will be required to get once you cross. Go to the site below and check for yourself. Never trust someones advice on something as important as this!

The new regulations have been suspended until next year because it created a huge backlog at the Passport Office.
A passport was required until recently. From what I understand, all you need now is a picture ID (drivers license) and a birth certificate. You will need a Mexican tourist visa if you are going on down into Mexico but that you pick up at the border.
