The only way you don't need a passport is if you are entering the country by water (like a cruise).

it will help to have one, the state police pull us over last month right out side of Monterrey mx and thats what they ask for, then they let us go.but when we came back to texas i was detain like all ways i have a drivers lic,pas port,SS,and a FBI number ,but all the border patrol does is run your name?like im the only mike in the world. pis me off every time

I think you do. If you are going on a cruise maybe not yet....you can check with them. I went a year ago and did not have one just Driver's Lic. & Birth Cert.
