Try the Mexican embassy or consulate in his city, they must know what is needed to bring workers legally, and might help him with the paperwork and stuff.

Ask the hells angels. they currently have a racket bringing migrate workers into Canada to work up in the oil fields. They pay them a few dollars a day and keep them in deplorable conditions, pocket the rest of their wages....they've found it easier than prostitution, so that is why they do it.
I guess my answer is, its really difficult to get migrate workers in Canada LEGALLY. Lots of paperwork and a ton of bureaucracy.....ask anyone in the greenhouse industry looking for cheap labour. Sorry.

Yes, there is a special program to bring workers from Mexico to Canada. Contact the Mexican consulate in your city. They will give you all the information. Or contact the Canadian Embassy in Mexico city.

There are direct flights from Mexico City to Canada. That's probably your easiest route, but you'd have to check on the border requirements for Mexicans to enter Canada. I don't think they are as strict as the U.S.
