From the U.S. Embassy web site:
ENTRY REQUIREMENTS: For the latest entry requirements, contact the Embassy of Mexico website at http://www.embassyofmexico.org/eng/ or contact the Embassy of Mexico at 1911 Pennsylvania Avenue N.W., Washington, D.C. 20006, telephone (202) 736-1000, or any Mexican consulate in the United States for the most current information.
Land or sea travelers must have a valid U.S. passport (or U.S. citizenship documents such as a certified copy (not a simple photocopy or facsimile) of a U.S. birth certificate, a Naturalization Certificate, a Consular Report of Birth Abroad, or a Certificate of Citizenship are acceptable along with photo identification, such as a state or military issued ID).
U.S. legal permanent residents in possession of their I-551 Permanent Resident card may board flights to the U.S. from Mexico.
IMPORTANT NEW INFORMATION: On June 8, 2007, the Departments of State and Homeland Security announced U.S. citizens traveling to Canada, Mexico, Bermuda or countries in the Caribbean region who have applied for, but not yet received passports, can re-enter the United States by air by presentation of a government issued photo identification and Department of State official proof of application for a passport through September 30, 2007. The federal government is making this accommodation for air travel due to longer than expected processing times for passport applications in the face of record-breaking demand.
For details, see: http://travel.state.gov/travel/cbpmc/cbpmc_2223.html. This accommodation does not affect entry requirements to other countries. Foreign immigration officials may still require a passport, or require a birth certificate or other evidence of U.S. citizenship in addition to proof of application for a U.S. passport and a government-issued photo identification. Travelers are strongly advised to check with the appropriate foreign Embassy for information on their country's entry/exit requirements in relation to this announcement.
I've found it much easier to enter Mexico with a passport. You get less hassle from Mexican Immigration. |

Recent rule changes require you to have a passport to go to Mexico (including cruises), however there was a news article last week saying that the immigration is now allowing you to show your passport application rather than the actual passport, because it's taking months to get the actual passports back. Call your travel agent and find out what the current status is. |

As of right now NO. If you are FLYING to Mexico, Canada, Caribbean or Bermuda you do, but in January 2008 if you are going by land, sea or air you will |

Well, you got quite a variety of answers. here is the accurate truth! You technically do not need a passport to travel to Mexico by any means other than flying until Jan. 2008. So for sea travel, the answer is no. However!! Some cruise lines require their passengers to have passports so the best thing to do is call the cruise line and ASK. if they require you to get a passport, it is currently taking more than 16 weeks to get a passport and over 4 weeks to get it if you pay the extra fee for expedited service. However, because of the terrible backup n passports right now they have a temporary waiver program. If you have already apply or apply very soon, and you will not be getting your passport before your travel date, the requirement can be waived for you IF you have your applicationreceipt and FOLLOW the directions on the state dep't website to get the waiver. Soooo...you can go to the website below to apply and see current waiver info.First..call your travel agent or the cruise line and see if THEY are requiring passengers to have a passport. Good Luck. |

You have until September before you will have to have your passport. Get in line now. It is not overnight paperwork and will only become more expensive the longer you wait. They last for 10 years. |

It depends on the stops you are going to be taking. If you are only stopping at U.S. and Mexican territories you don't need one today. But that is going to be changing soon. I'm not sure when, but I heard you'll need a passport to Mexico soon. Possibly Jan. 1, 2008.
I'd check with the Cruise line. They should have a website or a phone number to find out. And get your passport early. It can take 2 months to get one sometimes. |
