I just got my passport because im taking a cruise to there and a few other places and they extended the change to i think summer it would have been Jan 1st and you stll need one on flights but not by land or sea but to make things less bumpy get one rates are going up very soon have fun |

Passports are NOT yet needed to travel to and from Mexico by LAND or SEA. That requirement has no set date, but will be after next summer. See site below and read top half of the page carefully to see current info. Now, some cruise lines lke their passengers to have passports, so it is wise to call them and ask. See 2nd site for all passport info if you need that. |

I don't know about Cozumel, but I've been to Tijuana, Mexico just outside of San Diego, Ca and I did not need a passport. |

Yes you need a passport if you are going to step out of the ship, Take a look at (Mexican Foreign Affairs Ministry) : http://www.sre.gob.mx/servicios/visas/extran.htm#2 (the link is in Spanish), but what it says is that citizens from Canada (among other countries) only need a passport and the filling of a form in your point of entry, --and 'probably' some proof of solvency (which is not the case if you are the passenger of a cruise liner).
