By land - No. Law changes June this year. I suggest getting one NOW as when June approaches the agency will be bogged down with applications and will be extremly slow in processing them. REAL SLOW.
By air - airlines will not even board you w/o it.

Flying, yes. Driving, no. You do need government ID (driver's license) and proof of citizenship (birth certificate).
This will change in June.

I was in Los Algodones, Mexico on Thanksgiving. You must have I.D. However, as of (i believe) the summer of '09, you will have to have a passport. They didn't seem to want to let us through with just an I.D., saying that you could get one there.

No. Not yet. It helps to have one through the border though. When you come back through ask them for info on what is required. Best to have one by June of '09 but it does say "or alternative docs.." See link below.
