When the final portion of the Western hemisphere travel Initiative (WHTI) is implemented in January 2008, any time to leave the country by ANY MEANS WHATSOEVER, you need a passport

i actually got through on just my school id. that was before this whole illegal immigration thing. now u probably do need it. im assuming u want to cross legally.

OK yes after the first of the year or sometime during this year you will need no matter what even if your just going to tijuana. don't listen to the rest of these people saying no. Two years ago I went to canada to play football and even then they were not to keen on us just having birth cirtificates

I just got back from Tijuana last Saturday and no you don't need one yet , but my understandinh is that after the 1st of the new year you will be required to have one.

If you're traveling anywhere out of the United States, then Yes...you need a passport. Go to a postal service, they do it there.

Currently, U.S. Customs and Border Protection officers may accept oral declarations of citizenship from U.S. and Canadian citizens seeking entry into the United States through a land or sea border.

So as long as you take a ship or drive, you are fine. You would not be allow to FLY back from Mexico without a passport.

Congress is trying to pass a bill that will allow you to travel to Mexico or Canada without a passport until mid 2009.

These days you need a passport anytime you leave the country. I went down there 4-5 years ago without any ID (stupid risk) and everything worked out fine. But with all the security issues today, you can't even travel to Canada without one.

Not yet, but I believe in 2008, you will need one to come back to the US.
