I had the same question and I found the answer, read carefully
on Jan 23 2007 only if you travel by air
on Jan 1 2008 by land or sea.

Under the Western Hemisphere Travel Initiative (WHTI)
The proposed implementation timeline has two phases:
•Beginning January 23, 2007, ALL persons, including U.S. citizens, traveling by air between the United States and Canada, Mexico, Central and South America, the Caribbean, and Bermuda will be required to present a valid passport, Air NEXUS card, or U.S. Coast Guard Merchant Mariner Document, or an Alien Registration Card, Form I-551, if applicable.
•As early as January 1, 2008, ALL persons, including U.S. citizens, traveling between the U.S. and Canada, Mexico, Central and South America, the Caribbean, and Bermuda by land or sea (including ferries), may be required to present a valid passport or other documents as determined by the Department of Homeland Security. While recent legislative changes permit a later deadline, the Departments of State and Homeland Security are working to meet all requirements as soon as possible. Ample advance notice will be provided to enable the public to obtain passports or passport cards for land/sea entries.

The answer from "lalupis" is the only correct one. All others are flat wrong. i am an American living in Mexico. i drove downfrom the states...well into Mexico with NO PROBLEMS...and know other single women who have done same. No not drive at night...becausre of poor roads and road hazards in places. You need a passport ONLY for AIR travel starting on Jan.23, 2007. Will need for any tYpe of travel starting Jan. 2008. Does not hurt to have one, but is not required. Be sure to have certified copy of your birth certificate. See website below to read passport regulation for yourself for your own peace of mind.

If you are a US Citizen you can get INTO Mexico with a birth certificate or other proof of citizenship and picture ID. You will also be able to return to the US returning BY LAND before Jan. 2008.

If you check with your local travel advisory you wold know that they really BEG people not to DRIVE to any spot in Mexico. The advisories in both Canada and the US have very negative warnings that should be listened to. Theft is just one of the very real considerations. Take a bus, plane and leave your car at home. And regarding the passport - you should never leave home without one. Passports are not just identitification. When you got to any new country, your entrance is recorded by use of your passport at the border. If there was a natural disaster or civil war or if you needed help, your embassy would know of your presence. Passports are a cheap, reliable security blanket. Get one!

This recently went into effect.

The Western Hemisphere Travel Initiative (WHTI) will require all travelers to and from Canada, Mexico, Central and South America, the Caribbean and Bermuda to present a passport or other accepted document that establishes the bearer’s identity and nationality to enter or re-enter the United States. The goal is to strengthen border security and facilitate entry into the United States for U.S. citizens and legitimate international travelers.

For more info go to the source below. But in a nutshell, you NEED a passport. You no longer can get away with just a birth certificate.

Hope that helps. I would hate to see anyone turned back because they forgot their passports.

Yes, you do. You'll need to show it when you are stopped at the border crossing. Same as Canada now. As soon as you cross the bridge from Buffalo to Canada, you have to stop and declare how many people are in the vehicle, your destination, and show passports.
