Yes, Mexico does have a democracy. The president is Felipe Calderon. Historically speaking, up until about 10 years ago, the Mexican presidential election was more of an appointment with a sham election than an election, but in the last decades, new measures have been taken to reduce the corruption leading to a President from a party that had never won before. Something truly remarkable for the people of Mexico, the beginning of a new era.

As far as democracy is concerned, it is actually a slightly better representation of a democracy than the United States. In Mexico, if you win the popular vote, you win the election, whereas in the US you have to win the popular vote by state, and then add up all of the electoral college votes that you get from each state you've won. So in the end, a candidate might get more votes, but may have lost a combination of states which would lead to another candidate's election. Hence meaning Al Gore would've been president instead of W. Bush or Samuel J. Tilden over Rutherford B hayes , or Grover Cleveland over Benjamin Harrison .
