No, Mexico does not require a passport from U.S. citizen, any type of government issued ID will do instead of a passport.
The U.S. government however requires you to hold a passport for departure and arrival from the United States. Aircraft companies will therefore not let you board without a valid passport.

You can't board a plane in the U S going to Mexico without one.You should apply for one now otherwise you can't leave.

If you are not Mexican you will require a passport to enter and leave Mexico by air, unless you are Mexican there are some exceptions to enter only

you need some type of credential t say you were born here in US. After i believe its june 1st every body going into the US needs a passport either by air sea or land.
