Until Jan 2008 or later, no.

You DO need proof of citizenship to re-enter the U.S., but for now that can be a birth certificate. (travel by land and sea only .. passports needed for ALL travel by air) |

The last one is right if you are traveling by sea or road no passport needed til the end of this year that also goes for Canada but if by air yes you need it and do not forget when you get to mexico you also need a tourist visa from mexico and if you drive inside mexico you will need a voucher for your car if yoyu are going in further than the border towns |

While a passport is required to travel to Mexico by air, one is not yet required to travel to Mexico by land or sea. Such a restriction could be added as early as January 1, 2008.
Until that happens, you can provide proof of U.S. citizenship to both enter Mexico and then reenter the U.S. The details of such are:
"Proof of U.S. citizenship includes an expired U.S. passport or an original birth certificate. A certified copy of the birth certificate is also acceptable, but it must have the registrar’s signature and a raised, impressed, embossed, or multicolored seal. If you were born abroad, a Certificate of Naturalization, Certificate of Citizenship, or Report of Birth Abroad of a Citizen of the United States will suffice. To prove identity, a valid driver’s license or government identification card are acceptable provided they identify you by physical description or photograph. However, for travel overseas and to facilitate reentry into the U.S., a valid U.S. passport is the best documentation available." |

You do not need a passport to travel by land into Mexico until 2008. However, when you cross back, you will need some sort of identification (driver's license or photo ID and a birth certificate). If you plan to travel farther into Mexico than a border city, you will need a personal permit for each person traveling and a car permit if you are taking your car, both issued by the Mexican customs. You can usually get these at the customs offices in Mexico (right at the border) and the price is minimal (about $10-$25 per person and $40-$60 per vehicle). You will need to turn these in upon your arrival. You will need birth certificates, the title of the car if its yours or a letter from the bank allowing you take the car into mexico if you still owe it, the address of the places you are going to, and a credit card. |

No - you can LEAVE the country without a passport.
BUT - if you want to come back in - YOU BETTER HAVE IT - the rules have changed. It used to be you only needed your driver's license. With the beefed up DHS rules, you need a passport to cross back into the country.
Otherwise, hook up with some illegal immigrants crossing the border in Texas or something and make a run for it back into the US. Better be quick, if they catch you, they will deport you back to Mexico! |
