Definately YES... unless you intend to drive to Cancun.
As you are not a Mexican Soldier you are an American, you have to follow the same guide lines as any other civilian entering Mexico. Your Military ID Card may have some privileges for fast tracking you through US Immigration and flight line queues but once you arrive in Mexico you are just another tourist.

WASHINGTON (AP) â€” The State Department says it will begin accepting applications Feb. 1 for passport cards as alternatives to passports for Americans who travel to Canada, Mexico and the Caribbean.
The wallet-sized cards will be available to U.S. citizens by this spring.

They will cost $45 for adults and $35 for children, cheaper than a regular passport, and adults who have passports will have to pay only $20. They will be accepted for land and sea crossings between the U.S. and Canada, Mexico and the Caribbean, but not for flights.

The new passport cards are being offered as part of the Western Hemisphere Travel Initiative. The first phase of that went into effect last year, requiring U.S. travelers returning by plane from Mexico, Canada and the Caribbean to carry a passport. That led to a temporary surge in demand for passports, with wait times for passports increasing from four to six weeks to 12 weeks, although they since have returned to normal.

The Bush administration wants to begin requiring passports or passport cards for land and sea border crossings in mid-2008, but Congress is trying to force a delay on that requirement until summer 2009.

If you are traveling on your own and not on orders, you must meet the same requirements as a civilian.

The answer is YES....if you are travelling as a private citizen...for personal reasons. You can only use your military passport when travelling under orders. You must have a civilian passport to fly to Cancun. You can see webpage below and read carefully to confirm this.

Technically no, but its a good idea to carry one. Make sure its one that is NOT issued by the military ( get a civilian passport)

I don't know if you or anybody else here responding has read the news lately but the passport laws and regs. have been changed. It's a nightmare to get a passport now and you will definitely have to have one getting back into the U.S. and it's territories. Call your local travel agent and they can fill you in. It can take months to acquire one now. Good luck.

to travel TO cancun....no... to get back.... YES! Everyone taking a plane or boat into The US is required to have a passport, US citizens included.

If this is personal travel -- yes, a passport is now required for any travel outside the US, including Mexico and Canada. It's taking a long time to get passports right now because of the huge influx of applications. If you have a post office nearby, check with them. Most post offices accept applications for passports and forward them to a processing center. They should be able to tell you what the current rules are regarding the need for a passport.

In the army on their paycheck, no. It's all taken care of. As a civilian, yep. Welcome to travel hell with the TSA where you're no longer an American, hell you're not even a human. Where you have no rights and if you complain they taser you...have fun, wear condoms...and, uh, pack clean underwear I guess.

no I don't think so, just show your active military ID. Also, I don't think anyone needs a passport to travel to Mexico. I have been there twice and have never had a passport.
