I suggest you go with a guide. The only place I know is Plaza Garibaldi- that's where one can drink the night away and be surround by hundreds of mariachi players. Have fun and stay in public places. At least it's nowhere near like Nuevo Laredo.

My favorite hotel in Mexico City is the Hotel Juarez. It is just off the Cinco de Mayo, right down the street from the Cafe Popular. It is about two blocks from the Zocalo, and right in the heart of Centro.
Nice place, maid service, bottled water, hot water in the showers.. and dirt cheap. I think I paid around $10 a night to stay there.

Best things to see in Mexico City:
- The Anthropology Museum
http://www.mexicocity.com.mx/mantro.html

- Teotihuacan (pyramids NW of the city)
http://en.wikipedia.org/wiki/Teotihuac%C3%A1n

- Chapultepec Park, especially the Los Ninos monument
http://www.mexicocity.com.mx/chaprk.html

And agua frescas - fruit juice stands all around town.
Mexico has the best fruit in the world.

It depends on how much are you going to spend in the hotel, there are hotels with 5 stars that are in Polanco ( W, Marriott, Nikko, Presidente ), there is another hotel who has 4 stars ( Polanco ).

Polanco is a residential area as well as a business area, is located near the Chapultepec woods and are like 20 minutes by car to the Zocalo ( Center of the City ), also it's near some of the greatest museums the city has ( Museo de Antropologia, Museo Tamayo and others ), there is the zoo as well.

There are many hotels more in different parts of the city, you should rephrase your question as how much money you're planning to spend. And you could see the hotels web pages like priorityclub.com and marriott.com among others in order to know which hotel can be a better choice for your wallet and interests.

Good places to visit:

CoyoacĂĄn: artsy village in south Mexico City; you can visit Frida Kahlo's home...

Xochimilco: Mexico's "Venice"; for a few bucks you can take a raft up and down several picturesque canals.

Polanco: Upscale neighborhood in north-central Mexico City; on Masaryk Ave. you can find boutiques for all the luxury items you've ever dreamed of...

Condesa: Hip neighborhood in central Mexico City, full of streetside cafes and bars.

Centro HistĂłrico: "Downtown" Mexico City; visit the "Zocalo" and stroll through the many museums and colonial buildings there.

Chapultepec: Mexico City's "Central Park"; be sure to visit the Anthropology Museum there.

San Ángel: Pictureseque village in the south of the city; go on a Saturday morning and you will find a pretty cool arts & crafts bazaar.

The best hotels are located in Polanco, mainly on "Campos ElĂseos" street; these hotels are really nice and have an excellent location; among the best hotels are Hotel Nikko and the J.W. Marriot, along with the W Hotel. These hotels, nonetheless, are quite expensive (250-300 bucks a night); if you're looking for something a little cheaper, you can stay at one of the many Holiday Inns or Fiesta Inns in the city; if you want one with a good location, choose to stay in the "Zona Rosa", "Chapultepec" or "Polanco" branches.
