I would check with your travel agent as rules change all the time, sometimes Mexico enforces a notary and sometimes they don't be safe, travel safe and don't trust yahoo answers for entry requirements.

They need a passport and a notorized letter with the parents signature. They need to show that letter and passport to the airline attended when they check in.

I am an American grandmother living in Mexico and have brought grandchildren to visit at times. The people who said you need a notarized letter of permission from both parents are absolutely correct. You have to have that letter to obtain a passport for the child, and both parents must be present to sign for him for the passport. Have a great time!

They need a notarized letter from BOTH parents giving them permission to cross the border with the child. If they are flying they need a passport plus the letter. If they are walking, taking the bus or driving, they need a birth certificate with the raised seal plus the letter.)
