I can't help with Belize, but I have been to Cozumel and have some suggestions.
Snorkelling or scuba: The playancar (sp?) reef comes near shore there and Cozumel is supposed to be the best dive spot in the Carribean. There are many shops and tours that can lead a guided trip, or merely rent you gear.
Shopping and Nightlife: There is a long strip of shops along the waterfront, a few miles from the cruise ship terminal, that has some very nice bargains. Cozumel has a lot of nice quality onyx stone items, though they are very heavy to carry. We bought a chess set for $15 that I've seen for over $80 here in the US. There are also a number of bars, with the most notable being Carlos n' Charlies.
Jungle: The island has a ton of mangrove swamp and assorted beaches, and there are places you can rent a jeep to go off roading, but I would suggest a guided tour, or at the very least a place that provides GPS and a radion, because you are out of touch completely when doing this (though it was a blast). There are also some places you can get horses to ride horses on the beach, but we didn't do that so I don't have full info.
Duty free shopping: There is also a cruise ship terminal that has a lot of cheap liquor and other things, if you are into that, but be sure that you either plan to stay under the duty free amount to take back to your own country, or have a way of getting around the discovery of anything over the duty amounts upon returning to home.
