The best chance you have is visiting the actual area he is from in person and asking around, you need to know the street he lives on.
Or try Institute Federal Electoral (Credencial Para Votar). this is where the Mexicans register to vote.

do u know his parents names, maybe in that way u could find the phone number and address.
there u write the names and last names, and the city...i tried, but maybe the line of his phone is not registered in his name but his father or mother.
