I would say Cancun is a better option...its just beautiful...
and I would think that depending on what kind of parties you go depends if its gonna be a problem for your sister...
also I would recommend getting a room before you go...but I bet there will be some available rooms but may not be so good...
and I dont think it matter how old you are...

If your planning on driving, Cancun is a long drive, if you only have a couple of weeks I would go Cabo.If your flying than I would go Cancun.Have you ever been to Mexico before? Do you speak Spanish? Have you ever driven in Mexico before? The roads in Mexico are nothing like the roads here and their are alot of bad road conditions their.Like holes in the roads,rocks and washed out roads.They don't have good road crews over their like they do here to fix their roads quickly.Their are other things that you could run into also, like bandits in some places.If you drive I would suggest driving during the day and try and be aware of the area your in.Don't be affraid to ask if you are driving in an unsafe area.Ask the people at gas stations or little stores along the way,they will usually help you out.It doesn't matter about your age to rent a room and you can usually find one when you get into town,no problema.But if you go during the high season that could change too.The high season means vacation time like summer and Xmas, I think Easter is also a high time.Then things tend to get a little more costly.You can pay U.S. dollars no problema for alot of things in Mexico.As far as the drinking age over their it is 18 and I don't really think they card too much, but I could be wrong. Theirs always the liquor store! Take travelers checks because if you loose your money or get "robbed" you can get it back if you use traveler checks.Don't flash money or too much jewelry keep a low profile and you will have a good time.Adios y que te vija bien!

I have only been to Cancun but I loved it. I wasnt there for Spring Break, so i am assuming that it probably really crazy at that time. She probably wont have a problem unless she looks really young. I didnt see a single person being carded while in Cancun.
