With only 4 hours I wouldn't leave the airport. Bars and restaurants there

Play it safe and remain in the airport. You don't want to get drunk in Mexico city.

I live in Mexico, and I fly frequently to Mexico City.
Be careful that you don't miss your flight. The distances are long and the traffic is heavy most of the time. You need to be at the airport at least 1 hour before your flight leaves.
I stay at hotels in Reforma Ave. in the Financial Center and it takes me from 40 min to 1 hour to get to the airport.
SPARKS is right. There are a couple of bars, food courts and several souvenir/magazine shops at the airport.

If you have some money I recommend to you to go to the Camino Real Hotel, is connected to the airport, ver fancy.
