Since you are flying you are going to need a passport. Also, yes since you are a minor (17) you have to provide a NOTARIZED written permission from any parent or guardian not traveling with the child to or from Mexico. Now, you may or may not be asked to show it, but if you are asked and do not have it, you will be sent back/denied permission into Mexico, so why take chances! I'll give you a link below that you can visit and read all about it. It tells you what the letter needs to have and the info needed on the letter. Just go to the Minor section that is under the Entry/Exit Requirements in the link below.
Once you are in Mexico/Cancún the laws are very forgiving. You will see minors drinking beer and getting into clubs. Cancún is a tourist destination and they rely on your money for a living so they stretch the laws a lot. Just think of all the kids/minors you see partying in Cancún for spring break. So, yes you won't have a problem getting into the clubs. If for some strange reason they do give you trouble just throw them some cash and you are good to go. I've been going to Cancún for over ten years and now live here and I have never been carded once. I've been to clubs and drinking beer as young as 15-16, so you can see you won't have any trouble there. Just have your passport and that written NOTARIZED permission and you are good to go. If you have any other questions feel free to send me a message.
Good luck and enjoy your time in Cancún!!!

A passport and another form of ID will suffice. You only need a birth certificate if you have no other form of identification. Have Fun!

First off cancun mexico is the most amazing place in the world, hands down guaranteed to be a bash. Mexico requires a passport upon arrival and if your underage a note from BOTH parents/guardian. Your passport replaced the old way of bringing you birth certificate, social insurance # etc. as long as you have a passport you should be good to go!
O ya...Remember..

I've been to Mexico often, all you need is a passport. I live in California and if you're going to cross the border into TJ for the day or something it's OK to just have your birth certificate and Drivers license but I would recommend having a passport, especially if you're flying to Cancun.

Also, I just got my Passport renewed to go to Mexico this last October and it took around 60 days so make sure to apply with plenty of time for your trip. I got my photo taken at Costco which was like $5 for members but if you're not a member you can get passports photos at Kinkos and tons of other places. And the application you can get at the post office.

Have a good trip!

When you get there, take off your clothes and have some fun.

If you are flying, you will need a passport. The last I heard, cruises were still getting away with OFFICIAL copies of birth certificates, but they are the only ones. I flew to Mexico last year, you have to have a passport.

You DO NOT need a birth certificate or social security card, but you must have a passport. All that is checked out when you get your passport,

I live in Texas as well.
