I scattered my brothers ashes in the bay between Cancun, and the Island of Women. I took the car ferry from Punta Sam and when we were half way to the Island I emptied the ern into the sea. I wasn't the only one that day who scattered ashes.

Contact the Mexico tourism board at www.visitmexico.com and they should be able to verify if there are specifics about where you are able to scatter the ashes. If it is a public area - like a beach that may not be permitted, but perhaps in Tulum or out at sea, there may be exceptions. Also check with the airline you are traveling aboard regarding how to transport the container as well.
Must have been a very special place for you both. Hope the above helps.

Yes, you should have no problems in doing so. It might be a good idea to check with the local laws, but I'm sure it's okay. Even if there was a law stating you couldn't I would still do it if that is what you want to do. I wouldn't just go dumping them anywhere, but I'm sure you know that. Find a nice tranquil spot so you can go back to visit. Nothing would stop me in doing this kind gesture and I'm sure your husband will appreciate it. I am truly sorry for your loss, but maybe a better idea than scattering ashes would be to bury the urn in Cancun, and then you can have a place to visit every year. I am personally against scattering ashes, and I do not want to go on the beach and then find out I am lying on someone's ashes.

If you insist on scattering ashes, please check locally in Cancun with a funeral house or mortuary and if this can be done, ashes should be scattered in a private place and not anywhere where public walks on it. You would not bury a coffin or a body of your beloved under a sidewalk, so why scatter ashes where someone can step on them? I believe it is disgrace to the deceased.

yes. You must first open the container the ashes are in. Then you have to dump the ashes out. Hope that helps
