Their is no visa check at the border, so as long as you are going into Tijuana for the day, and do not get into any trouble, you shouldn't need a visa.
If you are going longer than 3 days or 20 or 30 kms past the border, will need a visa. To mexico, I'm assuming your Philippines passport will matter more than you US green card. However, it will be more difficult to get back into the US, so make sure to bring your Philippines passport and your green card and some patience when talking to the US border officers.
You might want to contact the Philippines embassy in Mexico City just to confirm -- and have their number handy just in case.
