From the US, yes - But you need an official id from the DMV (government-issued photo ID) similar to a drivers license and a birth certificate. The rules are changing though - Soon you will need a passport to travel to Canada Mexico and the Caribbean.

A PASSPORT IS THE BEST. BUT IF YOU HAVE A STATE I.D. AND A COPY OF YOUR BIRTH CERTIFICATE, YOU'RE FINE BEING ACCOMPANIED BY THE ADULT. YOU MIGHT HAVE A WAIT DEPENDING ON THE AGENT. IF HE'S COOL,,, WELCOME BACK TO THE USA. IF HE IS NOT SOOO COOL, THEY WILL TAKE YOU TO THE SECONDARY ROOM it is ok. AND THEY WILL JUST CONFIRM YOU ARE YOU AND NOT SOMEONE USING YOUR I.D.
