If you are in the US you should dial 011 52 and the number. If you are dialing from anywhere else, you should dial 00 52 and the number.

As of November 4th, if you are calling a cell number in mexico, you first need to dial 011-52-45 and then the number. 45 is the code for D.F. and 44 is for Hidalgo. To find out all of the codes go to www.telcel.com. If you are calling a home phone number just dial 011-52 area code, then city code.
