The latest law is that whenever you leave the US you need your passport, and absolutely need it to get back in to USA.
Driver's license is nice, especially if the picture flatters, your birth cert. is OK but still you NEED YOUR PASSPORT.

It depends on where and how you are going. If you are flying to Baja Sur, yes you need a passport to return by air. If you are going by land you can use a photo ID and certified birth certificate upon reentry into the US. The date for passports for entry by land has been extended until 2008.

The way things are going around travel security, I would get a passport to travel anywhere outside the US. I would also make a copy of said passport in case my passport is not returned to me for any reason. I also like to make a copy so I can keep my original passport in a safe while I go about being a tourist with the copy.
