Is Mexico independent of United States or is it part of its territory?

I will be doing business in Arizona and planning an investment in Monterrey Mexico so I would like to know about legislation and policies toward Foreign Direct Investment, I know the two countries are highly integrated so maybe I can operate only under US policy.
Additional Details
No it is no joke, I was checking the official names and since is United Mexican States I figured something like this, I live in Budapest but my family is originally Italo-Croatian

Mexico is a totally independent, sovereign nation with it's own laws. You will need to ask the laws affecting yur investments from business associates or a lawyer in Monterrey. Laws in Mexico are VERY different in many ways fromlaws in the U.S.

Your question seems to be either a joke or an offensive one, in first sight.
Once I've seen your explanation, I believe you.
Beeing that far away, it is probably you don't know us very well.
México (Estados Unidos Mexicanos is the official name, 'cause it is a Federated Republic, formed by 31 independent states plus one Federal District; similar to USA) is an independent and separated country from USA, we are joint economically (maybe more than we both people from this countries thing), but absolutelly separated in politics and government, our laws are different.

We are as separated to USA as it is Swiss to Hungary, do you get it? Two different countries, we speak different languages (well, maybe that is not true at all). Official language in México is spanish, USA doesn't have official language (according to their constitution) although they mainly use english.

You should find out more about México and USA.

One advice, in México we DO NOT call USA as "América", the whole continent is América, we call our neighbor country "Estados Unidos", and we call people from there as "gringos", and it is not despective, just we don't like call them "americans", we all are americans!

Mexico has nothig to do with being a territory of the United States. I would say United States should be part of the Mexican Territory since they invaded and stole us the States of California, Arizona, Nuevo Mexico and Texas.
If you do business in Monterrey you will have to deal with the legislation and policies of Mexico.

Mexico is independent of the US. Actually the US have nothing to do with Mexico, since mexico was a colony of Spain.

Nazki13
It will never happen! ahaha I don't want to be from the USA =S

At least read wikipedia please! and we are the United Mexican States since we made our independence from Spain...

Where are you from????

lpaganus
I don't know if there is a Mexico trade mission in Hungary, but you need to talk to some commercial attache. Mexico is a sovereign country and would probably welcome your investment.
